PS TSC charges Ekiti Bursars On Efficient Management of School Finances

Bursars of Ekiti State public secondary schools have been charged to have a positive mindset capable of enhancing effective and efficient management of schools finances.

The Permanent Secretary of Ekiti State Teaching Service Commission Mr Michael Omolayo gave the charge at the interactive meeting with the Bursars at Christ School, Ado Ekiti.

Omolayo described Bursars as key factors in the financial management in schools, with a call on them to have harmonious working
relationship with their Principals for transparency and accountability.

The Permanent Secretary also admonished the schools’ finance managers to familiarise themselves more with the Teaching Service
Commission Manual and other relevant government documents that would aid their proficiency in the administration of school finances.

He cautioned them against arbitrary spending in schools without official
approvals and directed that management decisions as well as approvals should be documented in official files while verbal directive on financial transactions
is not recognized or accepted in public service.

TSC Boss advised that truancy and late coming should not be condoned
in any school while proper permission should always be taken from Constituted Authorities before going out.

While admonishing them to reciprocate government gestures through hardwork
and commitment to duties, Omolayo assured them of trainings and retrainings that would guarantee efficiency in
the discharge of their duties.

In his address ,the Permanent Secretary Bureau of Central Internal Audit, Mr Babatunde Adesola explained that Auditing is about due process which will not tolerate refraction, noting that all money should be judiciously spent and accounted for.

He advised that there should always be delegation of duties and hierarchy must be followed, with an advice to them to be conversant with the financial administration book to guide them in the rules and regulations of the job.

Adesola stressed that Bursars are sub accounting officers who represent the State Accountant General in secondary schools, entrusted with the receipt, custody and disbursement of public funds.

He stressed that the duties of both Principals and Bursars should complement each other to achieve corporate goals for the development
of schools.

He highlighted more of the duties of Bursars to include preparing payment vouchers for all approved expenditure and facilitate payment, preparing Personal Emolument Card(PE)and other related document for
payment of salaries and allowances, preparing School Annual financial statement and hosts of other duties.

In his response the State Chairman Conference of Bursars of Secondary
Schools (COBUSS) Comrade Rotimi Akinwande lauded the initiative of the
interactive session and pledged to re-dedicate themselves to duty and
as well put in their best to justify the confidence reposed in them by the
government.

He appealed for more training workshops and seminars for them and provision of security personnel in schools with an advice to the leadership of the teaching service commission bring to bear the bursars’ seniority list during their posting/redistribution exercises.
